Policy Brief: Black Illinoisans Eight Times More Likely to Experience Homelessness Than White Illinoisans

Black Illinoisans are disproportionately more likely to experience homelessness compared to White Illinoisans, even among those living in poverty. While 14% of our state population is Black, 30% of Illinoisans experiencing poverty and 59% of Illinoisans experiencing homelessness are Black. Our new policy brief calculates racial equity severity scores for regions across the state and offers policy recommendations that will begin to address systems of inequity and make progress toward ending homelessness.

Oppose Proposed Changes to Fair Housing "Disparate Impact" Rule

We urge you to comment in opposition to the Trump Administration's proposed changes to HUD's fair housing “Disparate Impact” rule, which would place virtually all of the burden of proving discrimination on people who are in protected classes as defined by the Fair Housing Act—people of color, women, immigrants, families with children, people with disabilities, LGBTQ persons, and people of faith. The changes are designed to make it much more difficult, if not impossible, for people in protected classes to challenge and overcome discriminatory effects in housing policies or practices. The National Low Income Housing Coalition (NLIHC) has prepared a sample comment letter to respond to the drastic changes.

Getting the Word Out on Social Media

The HUD Office of Housing Counseling has a new social media toolkit available for download. The toolkit offers a variety of content to help housing counseling agencies post on Facebook and Twitter. The kit includes pre-written posts that are easy to customize, as well an associated image for each post.

 

Ending Youth Homelessness in Suburban Cook County

Congratulations to The Alliance to End Homelessness in Suburban Cook County on receiving an award of $6 million from the U.S. Department of Housing and Urban Development through the Youth Homelessness Demonstration Program. Using these funds, the Alliance will develop and implement a comprehensive community plan to prevent and end homelessness for youth in suburban Cook County. 

David Young, Housing Action Illinois’ Director of Capacity Building, recently joined the Alliance’s Board of Directors. “The Alliance believes that youth voices should be at the center of working on youth homelessness," he says. “We’re excited to have the funding to ramp up our work on this issue and really make a difference for youth and families."

Funding

The Charitable Trust Stabilization Fund supports small nonprofits across Illinois, and one of their three priority areas is housing. Deadline September 30.

The U.S. Bureau of Justice Assistance's Second Chance Act Pay For Success Initiative supports reentry and permanent supportive housing service providers. Deadline October 15.

All Chicago has Family and Chronic Homelessness Flex Funds available. Service providers are encouraged to submit applications on behalf of families in their programs. Applications approved on a first-come, first-served basis.

Crossroads Fund's Youth Fund for Social Change provides resources to youth working on social justice issues in their communities. Deadline October 25.

Resources & Reports 

September 24 is National Voter Registration Day! National Low Income Housing Coalition's nonpartisan voter and candidate engagement project, Our Homes, Our Votes: 2020 has materials and resources to support your voter registration efforts—including a new toolkit with a focus on registering low-income renters.

The National Alliance to End Homelessness has responded to the White House Council of Economic Advisors' Report on Homelessness, saying that the report "reflects a fundamental misunderstanding of homelessness, the programs that end homelessness, and the people who experience it.

Chicago Land Use: A Guide for Communities (Chicago Lawyers' Committee for Civil Rights) offers practical information about development and land use in Chicago to empower readers to influence decisions that impact their communities.
