Policy Focus

Last Chance: Comment on Proposed Federal CRA Rule Changes

Federal regulators have issued a Notice of Proposed Rulemaking to modernize the Community Reinvestment Act (CRA), which directs billions of dollars in bank loans, investments, and financial services toward low- and moderate-income communities.

Leaders in the IL CRA Coalition, co-facilitated by Housing Action Illinois and Woodstock Institute, have analyzed the proposed changes. We're mobilizing organizations and individuals to submit comments encouraging regulators to make low-income communities and communities of color the focal point of the CRA. We'll be holding a webinar to share guidance on how you can partake in this critical process and submit your comments by the August 5 deadline.

House Prepares for Floor Vote on FY23 Appropriations “Minibus” While Reconciliation Package Continues to Dwindle

The U.S. House of Representatives is gearing up for a full floor vote on a “minibus” spending package for fiscal year (FY) 2023 this week. While timing is still uncertain, the chamber is expected to pass the six-bill spending package, which includes the Transportation, Housing and Urban Development (THUD) bill responsible for funding all of HUD’s vital programs. The draft bill proposes a $9 billion—or 17%—increase to HUD’s funding over FY22-enacted levels.

Developing LGBTQ-Affirming Senior Housing

Are you a developer, property manager, or service provider interested in developing LGBTQ-affirming senior housing? Services & Advocacy for LGBTQ+ Elders (SAGE) has created a National LGBTQ+ Elder Housing Initiative to share trainings to support the development of welcoming senior housing. Videos focus on everything from Fair Housing Law, LIHTC 101, LGBTQ+ history and culture, to building trust and community buy-in and the importance of partnering with an anchor organization.

According to mortgage technology and data provider Black Knight, mortgage delinquencies continue to hit historic lows. While hoping this is accurate, our partners at the National Housing Resource Center want to hear from housing counselors what is happening at a grass roots level and are seeking your feedback.

Chicago Foundation for Women's Fall Grant Cycle provides general operating and program support for both direct service and advocacy. Apply by 8/2/22. (funding opportunity)

Our Town is a creative placemaking grants program by the National Endowment for the Arts that supports projects that integrate arts, culture, and design activities into efforts to strengthen communities by advancing local economic, physical, or social outcomes. The Illinois Equal Justice Foundation supports initiatives by nonprofit legal aid providers to increase Illinois residents' access to the legal system. Apply by 8/15/22. (funding opportunity)

HUD's Veterans Housing Rehabilitation and Modification Pilot Program provides support to rehabilitate and modify the primary residence of veterans who are low-income and have disabilities. Grants may also be used to provide grantees’ affiliates with technical, administrative, and training support. Apply by 8/24/22. (funding opportunity)

Chicago Funders Together to End Homelessness (CFTEH) has launched a Housing Justice Fund to support advocacy and community organizing that advances housing justice. The fund will prioritize Black-led and lived expertise-led initiatives with  flexible, unrestricted grants of up to $50,000 per year for at least two years. Apply by 8/26/22.
