Endorse $855 Million for Illinois at Home

Illinois has the chance to use federal fiscal recovery funds to make significant investments in creating affordable housing and ending homelessness.

Before the end of March, the Illinois General Assembly will make decisions about how to spend remaining federal fiscal recovery funds from the American Rescue Plan Act. Please endorse our campaign to dedicate a significant amount of these funds to creating affordable housing and ending homelessness, which will benefit the entire state in numerous ways, including:

Creating jobs in the building trades and other employment sectors (e.g., retail and services) and expanding the property tax base when homes are built or rehabbed.
Promoting racial justice and reducing the racial wealth gap by, for example, funding reentry housing and targeting homeownership assistance to support home values in Black and Latinx communities with under-invested housing markets.
Reducing the shortage of affordable housing, particularly for buyers struggling to find quality, affordable homes and for extremely low-income renters, who have few options in the private market and are usually severely cost burdened.
Supporting Illinois’ new plan to prevent and end homelessness by, for example, strengthening the ability of state-funded service providers to assist people more quickly move from homelessness into their own housing.
Leveraging private investment when building and rehabbing housing, as well as other public resources, such as those to develop Low Income Housing Tax Credit housing and develop improved emergency housing for people experiencing homelessness.

Funding Priorities

Ending Homelessness: $160 million
Affordable Rental Housing: $325 million
First Time Homeownership: $100 million
Support for Existing Homeowners: $200 million
Innovative Solutions (Land Banks, Land Trusts, Reentry Housing, and Landlord Incentives): $70 million
